The cost of classes for traffic regulations and driving classes is 5000+ HRK. First aid classes cost me further 450 HRK. Each exam is further 250 HRK. So the total comes to 6200+ HRK, depending on the driving school fees and whether you have to retake any tests.

Zagreb, the capital ( urban pop. ~800,000, metro pop. ~1,200,000 ) has a tram network of 15 lines running on 116 km of track. Mostly reliable but not so much so during peak times. Used by 204 million passengers a year, one of the most heavily used in the world.
There's also a bus network with 120 routes. Fairly good. And then there's the laughably piss-poor suburban rail network.
Overall an okay system but too expensive considering sending power of an average citizen ( and the quality of service ).

Actually public transport in Madrid is pretty good. For 55€ a month you have unlimited transit within the metropolitan area, which includes an extensive and pretty reliable underground rail network in addition to a ton of bus routes. If you're a youth it's 20€ per month, if you're old it's just 12,30€.

Note that gas is also more expensive around here, like $5 a gallon. There's mandatory insurance and vehicle taxes too. And the wages are lower, so the result is that a lot of people just can't afford a car.
