He remembered a silly schoolboy rumour he had overheard from one of his staff’s children: “that mansion is haunted.” As innocent as it was, it was not too far off from the rumours that circulated the Association, rumours he had even believed once.

But the letter he had received this morning had returned him to reality. Or maybe it would be better to say the sender had finally returned to the present. Whatever the case, it had brought him here, after all these years.

As he entered through the iron gate, he came to notice the courtyard was, surprisingly, well-kept. Although it was dark, he could still tell the grass was free of unnecessaries and the hedges clean. I am curious, but maybe you want to start with something to establish why being "the tenth head of the Waldburg family" is important. I like your description and there's a sense of suspense, but I don't know why there's suspense. It's a good section, but for something that is a sort of original story (even if it's going to be fic) you maybe want to go back and sort of contextualize your reader more. Sell them on the concept of caring about this person is my suggestion.

tbh, this person is fairly irrelevant, the point of the introductory chapter is to introduce the antagonist (aka the owner of the house, and an old friend of the pov character of the chapter). the pov character does appear later on (in the climax) but he isn't a main character by any means, or even a master in the war.

Well, look at it this way, right? Generally, you're writing for people who don't know who you are, and who aren't going to trust you right off the bat when you're writing and give you space. So, and this is my own experience in reading, if you aren't hoping that the premise alone is going to attract readers, you are going to need to, essentially, make the case for why the story is interesting to read in the first few hundred words. And this not only tends to demand you present some interesting character hook up front, it guides you to do character in the first place. Setting and backstory are whatever, really, no? The story is why people in their situation do what they do.

His name was Kayneth El-Melloi Archibald. He was the heir of the Archibald family with nine generations of magus lineage, a very popular man that everyone called Lord El-Melloi. Engaged to the daughter of the principal, a lecturer at such a young age (needs to say how old he is), he was the best of the best. He was also the representative of authority that Waver despised.
While Reines is the Archsortie or however it's spelt.
So then who knows what generation head Reines will become.

The biggest problem with Steins;Gate anime is that it was counting on VN readership to keep it afloat until it picked up (and it paid off, fortunately for them). So you get this slow build that I very much admit is just.... take it or leave it, the first watch.

I mean, I agree if by "work" you mean "toil away at something for money." But I think that humans need some kind of meaningful occupation.
