I hate cantilevers with a moeru passion, but they usually have at least some design justification. I don't see one here: everything is bricked up save for a few rather illogically placed and sized openings, brick is a rather strange material for cladding (which this has to be since brick just can't do this on its own as a structural element) something like this - concrete or steel are much more logical, and the way the windows dip into the horizontal band is just a big dunno.
