Hazama can only exist if a "Observer" acknowledges his existence in the world to keep him tied there. He gains strength from Mad Enhancement when he creates chaos and madness through events and through people. Thus creating those who will loathe him. The more hate there is towards him, the more power he gains from aforementioned skill. (His consciousness stays with him.)

Capable of calm analysis of battle conditions even when in danger and deduce an appropriate course of action after considering all possibilities to escape from a predicament. So long there is even a 1% chance of a comeback, this ability greatly improves the chances of winning.

Due to one's existence being Phantasmal rather than a true living being, Is able to hide presence, but if one of the Assasin class is neaby, Skill is Cancelled out completely.

Hazama is unable to lose a battle(die) unless the deployment of a skill or Noble Phantasm is used with a Rank of B+ or Above. Completely Nullified in the Face of Deus EX Machina.

Phantom: EX
Hazama may have been once alive at a point in time, now he is just a being that simply exists to be. With this his body may be destroyed, but will completely regenerate in 12 hours. During this time, he is ghost that can only speak.
Noble Phantasms:
Geminus Anguium: Ouroboros : A
Ouroboros is the symbol of a snake eating or biting its own tail, symbolizing infinity. It is believed that this Nox Nyctores can directly attack the mind and psyche of the victim. Geminus Anguium is a Latin phrase meaning "Twin Snakes", though 'twin' is, oddly, singular.

Azure Grimoire (Imitation): A+
While only being a Imitation, Hazama was the original creator of the one possessed by Ragna the Bloodedge, thus the imitation can be used in the exact same way. Being a imitation though, it's rank is decreased. When activated, a large magical circle envelops him, slowly sapping away vitality of anyone who steps inside.

Able to block any type of gag related event with a Table. Skill does not work on Gags involving Words.

Well technically the soldiers form 4th riders reality marble are F rank Servants. Which means extremely good humans. But none of the main seven Servants would have a stat that low.
