Alter's have no restriction on whether they can go spirit form or not. It's Servant who are incarnated who can't go spirit form. Artoria and FSN Gil can't because they are functionally living beings instead of just ghosts, Amakusa also was the same. But Alter's by themselves no, as only corruption through Angra brings about Incarnation.
They believe in chaos and are personality balanced.
It's not anarchy but it is individuality over social togetherness. Rather than an ethical axis and a moral axis, Fate alignment is axiom axis and personality axis. Law/Neutral/Chaos is based around what principles they hold to and Good/Balanced/Evil are cited as personality.

One says "individuality vs social togetherness". (Which is another way of saying egoism vs altruism, which interestingly enough forms the Good/Evil axis in D&D).
The other says said "Law and order" versus "personal freedom and individuality". Which is,indeed, how the chaos/law axis works in D&D.
If those two sound as the same thing to you, then we have a critical failure at words somewhere along the way.
