Because clearly everyone uses regular CEs during events. That's not a very good example. Even if we count the other Shop CEs, unless you're farming QP, you can just put the three of em (Master, MC and Bond +) in the backrow just fine (cost depending, of course).
And really, out of those, I'd say the MC one is the least useful one personally, since for most of the MCs that really need it (the first few and the Polar one, given they require 10x and 20x the amount of EXP than the others, respectively), most of the effects are static and all you get with levels are reduced cooldowns, that are still long enough that unless you're going for mega-stall, you probably won't notice a difference. The Polar's second skill being raised does make a good difference, but that's about it.
Plus the fact some here actually requested I put Personal Training up in support, and it being used up just as much, if not more, than Chaldea Lunchtime, means that yes, people do care about Master EXP.
