That's not what she said. She said "with just od" (Od dake de), not "only with od" (Od de dake). That's N5 or N3 grammar I forgot, but it's basic Japanese.
So magecraft can be used with just Od now due to the decay of mana, basically modern magi favor the usage of spells that can be activated with just Od. This obviously doesn't mean stuffs that utilize mana, or both mana and Od are not used or retconned out of existence, just that those are no longer your best choices to go with.

Mana is gone in Extra so they HAVE NO CHOICE but to do Od-only magecraft since 1970. That's why the daddy of Kazu wished that some day he would show his son the great scale magecraft that is possible with mana. The magi of Extra can still do those stuffs, it's just that there's no mana to fuel such rituals.
In other settings i.e FGO, while mana is still decaying, you can still use stuffs that rely on mana i.e Formalcraft obviously, but 21 century magi probably been trying to adapt to the situation by practice more and more Od-only spells to prepare for the possibility of mana being completely gone.
Plus, the foundations that empower those Formalcraft rituals are probably not as strong as they used to be, except in certain parts of the world.
