True Name Discernment comes explicitly from her being Ruler-class. As for revelations, this is the description of the skill from the Apoc materials (at least as listed in the wiki, CIIW)

Uh... considering Heroic Spirits are basically ghosts, pretty much all their skills are held by their souls rather than their physical bodies (since they don't have physical bodies to begin with). They just get "copied over" to their container upon summoning.
Amazingly, when you just read things off of a wiki summary, you're not going to actually understand everything around it. The 5th is not time travel and the actual scene it is used in makes that abundantly clear since everything can be distilled to "This is time travel...wait, no, if it were time travel then x...but this is y...so..."
The 5th is about as much time travel as a Reality Marble is True Magic. In that, no, it isn't, even if there are similarities.

My point was that we have precedent for God/faith related skills that are (probably) not actually derived from a higher power, as well as precedent in Nasu avoiding to bring up monotheistic religions as much as possible (even going as far as shaving off a significant facet of a character's, or series of characters' in this case, historical background). So I wouldn't get too hung up on whether Jeanne hears 'a voice' or 'voices' and who they might come from if I were you (plural).
Meanwhile, we have precedent for God/faith related skills that are derived from a higher power, including David's Divinity and Martha learning stuff from Christ so gg, it isn't just madness.
