I think he's talking about himself hypothetically defending the position that the Coffee Killers guy is Roa while the Drinking Dreaming Moon guy is SHIKI.

Was there any explanation why Gil is a horny bastard in Fate route, but only a bastard in other route?
In Fate Route he has Kirei to do all the leg work on Operation Grailmud so he has time to focus on his side-job of RAEPing Saber, whereas in UBE Kirei dies early and so poor Gil has to drop that and do everything himself.
(In HF he just kinda dicks around waiting for things to happen and gets omnomnomed before he even gets the chance to do anything. King of Jobbers indeed)

Well I mean it could just be because Nasu wanted to pull the "Suddenly new villain" twist with Gil and decided to establish how bad he is by having him declare his intent to RAEP the Waifu right off the bat (which obviously he doesn't need to do in UBW and HF because we know who he is).
But I like to give him more credit then that.
