In possession of runes, the Norse magic crests that Scathach gave him.
Because he is currently a Caster, it is a higher rank than when he was summoned as a Lancer. With proper use, a variety of strong effects can be used. Other than attacks, the skill is predominately used for a magic resistance skill equivalent, the clairvoyance skill, raising parameters to A rank, etc.
Of course, this is all temporary and simultaneous uses are not possible.
He doesn't randomly get A rank STR when he grabs a weapon.
That's why it's "while he temporarily raises his strength parameter to A, he strikes them with his oak staff or possibly a sword"

Is it something "this humanity" can make? If yes, he has it. If not, is it a legend with the exception of "Your life, your legend, has been sublimated into a Noble Phantasm."? If yes, he has it.
The answer to "does Gil have X" will generally be "yes or at least he has something equivalent in function".
Was it ever clearly explained why the Makiri blood thinned? Heaven's Feel gives multiple explanations, but none are satisfactory and they all conflict with each other. It's even weirder when it's stated that the loss of their talent is not recent and Kariya's magic potential was a bit of a fluke. Most people may be satisfied with "the Fuyuki land wasn't favorable to them", but when the story itself contradicts that on more than one occasion, I can't help but think it's one of the bigger unexplained mysteries in the series.
Then again, considering the manner in which the Makiri magic is passed down, it's no wonder it would eventually run out of able magi.
It was clearly explained that the land not favoring them was a lie and that Zouken was always going to be the end of their mage line "just because" and there's nothing anybody could have done about it, yeah.
It's not a mystery, it's just life.
What if it's because he outlived his usefulness.
Like, he was selected as the pillar for London, so past his generation there was no reason to keep that bloodline going.
That makes sense. It could have been wired in his DNA that was no need for anymore magi in his bloodline. Just a thought.
