Probably because it's a completed magical effect that doesn't require constant fueling to maintain.
Once it's completed, it's a solid thing made of actual materials, esp if shirou actually does it right

I doubt it, but it could be like how Extra's Vlad represents how people saw and remember him. So, Proto Saber is how people remember Arturia. What really gets me is Saber Lily though. If she went on to become king and had people "believe" she was a male king, how did she go around and have people she saved praise her as a knight-princess? That doesn't make any sense to me.
iirc she hides her identity, so maybe the people praising her as knight princess doesnt know that king of knight is the same person
