Yes they are, this is just what i my thoughts on it are, but in end its just my speculation on what the facts i do have from my knowledge. Thats just my opinion, so you can ignore if ya want.

What does Nero's NP even do? Concretely speaking.

Here you go.Golden Theater of the Flamboyant [Noble Phantasm]
Aestus Domus Aurea.
Red Saber’s Noble Phantasm; a bothersome explosion of her artistic talent.
To be correct Aestus Ustus Domus Aurea.
Aestus Ustus is Latin for “passion and “heat,” while Domus Aurea is the name of a theater that was actually constructed [by Emperor Nero in ancient Rome].
Red Saber’s Noble Phantasm is an attack based on an episode where she declared “Listen to my song!” and locked everyone in the theater to force them to listen to her singing.
This Noble Phantasm creates a golden theater in which everything is advantageous to Nero, and makes it into the battlefield. There rose petals fluttering through the air.
Similar, yet different from your average Reality Marble. Reality Marbles only temporarily cover an area of the current world with an alternate world, but The Golden Theater of the Flamboyant can easily persist in the current world for long periods of time because it is built there from scratch.
Spoiler:
In other words its Nebulous and vaguely defined ego trip: The NP.
These romans...
If one thing's true of ROMA
It's consistent in its Ill definition
It's not that difficult to understand, she just quick builds a theater that happens to give her bonuses while inside.
Think capsule corp but magic.

I'm pretty sure it makes the enemy weaker inside the theater.

i always had this image of Saver using his reincarnation NP and Nero just saying "No! no one may leave my theater"Golden Theater of the Flamboyant [Noble Phantasm]

Given it's the same type of thing as Achilles Thunderdome it probably could do just that.
You can just kill her, like Cu Alter did
Problem solved
I mean, that solves most Servant problems.
Not Avicbron, but hey most.
Does Luck affect things aside from the success rate of Skills and Noble Phantasms?
