Shirou's case might be weird because he doesn't actually have a standard connection to Saber for Rule Breaker to sever...so, like, I suppose it might work if she stabbed him when he was busy jamming it in. Or something.
But yeah it works on Sakura fine, and the threat of it being used on him sure gives Atomic Gatorate pause.
