That's because his spear is little more complicated than that, while his NP does symbolized the tree on the hill that Sylvia dreamed, it also symbolizes the spear he had planted on said hill when he claimed the land.

It grants the holder main heroine status, thus embuing them with Plot Armour of the highest class, second only to that of protagonists and final bosses

The Regalia and the boost modes are different things. Regalia is basically portable grail power, the ultimate plot device. Moon Crunch form is you concentrate all spiritrons inside SE.RA.PH to make a moonlight costume for your servant, thus enhancing their stats and improve their combat abilities. Also we get mahou shoujo transformation fanservice. If we go by Tamamo's comment, with Moon Crunch activated she has a 50-50 chance of beating Gilgamesh, so you can kinda estimate it from there. Moon Drive's powerup is weaker and doesn't give you new costume.
