Well, magi don't necessarily know exactly how MEoDP work, and giving oneself some sort of artificial Mystic Eyes is a pretty common practice.

I doubt someone was high level as whatever made waver or the el melloi's get interested in it would be easily faked, I have theories but I would have to ask someone who has read it what occurs. I mean it was run by a dead apostle so I doubt they would want the bad rep of selling something like that and it turns out To be fake.

I haven't reread Case Files since the release for each book, but as far as I remember:

Waver isn't on the Eye collecting train because he's interested in buying/selling, he was forced to come because someone took his precious "scrap of Iskandar's cape" and left an invitation to the eye auction instead.
The train collects eyes from people and sells them via auction. They had a stock of eyes on the train. The eye donors can be voluntary or forced, iirc.
I don't remember any mentions of making artificial eyes on the train.

how do you define "stronger" souls or ideals?
Is it like rock, paper, scissors? Or is it determined by levels?

Quality I guess, like how a Heroic Spirit soul is so much stronger than a humans and Gils is 4 times that. Something like that I guess.

Well if we go by Tsukihime, I'd say it's all about the nebulous concept of 'Willpower'.

eg: Roa/SHIKI- In Near Side, Roa takes over because Arc is active, and he's obsessed with her. In Far side, SHIKI takes command because he hears that Tohno is making moves on his Waifu and he ain't having none of that shit.

Likewise in the Ciel Route, Tohno is able to pull himself out of a near-death state and regain control of his and Roa's shared life-force out of rage due to the latter's torture of Ciel.

Who has the stronger Soul/Ideals? It's a matter of Conviction/Determination.

The situation was different but RM was described as "overwriting/covering" and compared to changing a terrain effect


So it should be possible to overwrite with a stronger one
