Considering that the condition for Notes is humanity outliving Gaia, it doesn't matter which timeline (in which mankind survives long enough that is) it is, Notes is distant future of the setting.
No idea how it meshes with Extra-verse though. Extra is... different.

So I'm curiose I know this qeastion haas been asked a lot, but about archers being average is it possible that while in UBW he coudk be considered to be a more elite servant, I mean it's thousands of phanatsms each of which have there own respective abilties and different threats I mean sure there weaker then the originals but in cintrtuct the abilties themselfs don't seem to weaken, so could it be more of a case that archer is only average outside of UBW but while inside he's more of an elite servant?
I wouldn't say that he would become elite since Shirou himself said that the NP itself won't allow him to overpower other heroes except for Gil. He would become more resourceful though, and honestly that's what Emiya himself prefers too over just plain power.
