Hassan can't teach their NPs, no one can do that. Skills probably but not NPs without something akin to major surgery.

If the Heroic Spirit didn't have a particular object that would logically become their Noble Phantasm, usually one is constructed for them that represents something about their life/legends. I don't think fame has ever weakened a Servant, if they were powerful in life they keep that power except a few abilities or weapons that have to be sealed due to the class system.
You could argue that Vlad's Dracula myth being more popular, while not weakening him, wasn't exactly beneficial to him either.
Certain weaknesses that wouldn't be a thing when they were alive exist because of their legends. Like executed heroes being weak to Sanson.
Localizationing stuff
We never had actual cases afaik but there was an example given that heroes who died from.poison will have major weakness against poison as a servant
IIRC This is a plot point in Prisma Illya, where they attempt to deal with Thor by poisoning him.
Serenity also tries to poison Tristan in the Camelot singularity, but it doesn't work because his Reverse gift removed his poison weakness.
How strong is Romulus in comparison to other servants? And who could he stand toe to toe with?
Herk, Artoria, maybe Karna... the thing with him he's supposed to the strongest Roman Servant but that sadly wasn't really shown that well when he was first introduced.

And what's the range of it? Can he have like EX Charisma or..?
There are some limits, that you need something a basis for it when your alive to get a skill, but that's not much of a handicap. Just think to yourself "is this a skill an Emperor should have?" And if the answer is yes, then he can have it.
Also if theirs anything that you can get from Septem, is that ROMA has crazy charisma, so much so it's on the level of brainwashing.

In the Camelot singularity, how exactly did the Lion King summon the other knights when she didn't have the Grail? And how is it she had the real grail to give them all blessings?
She's basically a god at that point.
Maybe I'm remembering something wrong, but I don't recall her ever having the singularity's grail.
