It doesn't even sound remotely close? Suzuka's ability sounds more like Sha Nagba Imuru, and thematically is closer to Kojirou's "infinity" over Musashi's "zero." Musashi's ability is more like Kamakura's precog.

Not really, Musashi's Empyrean Eye is her taking a ton of possibilities and cutting them down so that only the one she wants to happen as the only possible option. Suzuka sword on the other hand basically creates infinite parallel worlds in is that let her realize and see any possibility or event that can come.

Does learning Atlas Alchemy (Thought acceleration + mental room splitting) require a special bloodline?
Can one learn it without circuits?
I know Sion was kind of a genius because she had seven rooms but I'm just wondering if an average magus could learn either of those skills if at low levels.
What exactly qualifies Siegfried for the Rider class? Iirc he has it listed as one of his alternate classes.

Magic circuits can actually be used as information processing tools. This is mentioned in Clocktower 2015.
And you can see this in FSN with Shirou's structural analysis blueprints, sion, dust of osiris's plan, hacking in Extra.
Anyway Atlas does what it does because they don't have enough circuits for nature interference, so they go the other route the information processing route.
Normal magi can do it, but obviously not as well as Atlas people who have spent their lives training with this, also if you sequester circuits to process information you can't use them for nature interference magecraft because you're already using them for something.
So in short, you need to have circuits to do it and having a special bloodline probably helps, but you can definitely learn it.
In Clocktower 2015, it says Touko is a high enough level magus to be a smartphone emulator.

And on the subject of Atlas, it funny how despite having those mediocre circuits, the Atlas alchemists could make 7 doomsday weapons! Yeah why learn how make wind blow or shoot fireballs, when you can instead invent another interesting way to end the world!
