Ushi is very fast, but we don't have any comparisons between otherl Servants.
As for strength, she's strong but in a more centralized way than plain OP. She has some very good variability with her NPs but none of her NPs really stick out as being super strong individually. But combined they certainly make her a foe to be reckoned with, but not in the same way as the coubstomping heros like Karna, i would see her as a hero being below them, but everything else under her I guess. This is just my rambling thoughts anyway.

"How strong is x Servant" is a really aimless question because 1) you're mostly going to get "its relative" to others and 2) you haven't defined what your criteria for strong is.
Like, Medea is a "weak" Servant but causes all kinds of problems for any given opponent, Artoria is a "strong" Servant but often ends up fighting down to the level of her opponents, Gil is the "strongest" Servant but has nowhere near the personal power of many other Servants...
