That first part is a head scratcher. The second part I swear is from an interview/FAQ where Nasu was going into detail about differences between modern mages and AoG mages. Something about that AoG mages didn't really care about reaching the root because of how things already were in the AoG. Don't remember if it's the same source explaining why Medea can't teach AoG magecraft because AoG humans/mages are built differently than modern humans/mages.

That's why shishigou shot at Semi even though he knew he'd do zero damage. He knew, she who wasn't accustomed to battlefields, would defend regardless, giving him time to give mordred the antidote.
Although i'm p sure medea would cast a shield instead of trying to dodge.
