I mean, other samurai servants also had their famed swords with them but I don't recall any of those being NPs off the top of my head, except for Suzuka's.
Just because it has fame doesn't make it an NP.
Kojirou's NP-esque feat is the cut, not the sword. Usually the NP-worthy weapons are actually something that did batshit crazy stuff on their own. His was...long enough to hang laundry on.
For comparison, a lot of the samurai characters have named swords that are "famously" part of their legend. Raikou has one of the Tenka Goken and it's not even been cited as an NP yet.

so, unless he somehow cant use it or it doesnt kill you in 1 hit like most other elemental mana bursts, that would mean the everyone in the story can react to those speeds because they would be dead in 1 second if they didnt, no?

No offense, but why are you so obsessed with this? It's magic light, not normal light, so it doesn't have to go by the regular laws of physics. If laser-shooting NPs worked by RL physics then Arturia would go flying backward every time she used Excalibur (since photons actually do have momentum, albeit not much).
