Maybe part of his Sorcery means that ALL his actions are Quantum Timelocks, and that's why Zelretch never interferes except as a last resort.

For the same reason "what's going on with Tohno's history" is stuffed into the Far Side. You don't explore the deeper stuff until your audience has the surface stuff.
