Does it remain the case that every Servant in the Fuyuki Grail War is only able to be summoned because they have either a wish for the Grail itself or some other reason for participating in the war?

Wait, then shouldn't Servants like Karna be ineligible? Or does that only apply for the Fuyuki war, not the Moon Cell or the Great HGW?
The Great War is a Fuyuki War, same Grail. Karna is one who had an interest afterhand with Siegfried. Even then when a Servant have a wish it doesn’t mean it’s a wish they wish to ask from the grail. Karna responded to the summons through pity anyway. Of just fulfilling the wish of those who asked of him.

Isn't Karna's case basically like Cu's or Diarmuid's, where his reason for participating in the War is to fight worthy opponents/serve a worthy master?

Not to serve a worthy Master. It is, he was asked to be summoned, thus he will devote his strength to the weak human that asked for his strength.
that Magus was a professor at the MA so I don’t think the relationship would have turned out well. Especially If he ever heard Karna calling him weak.
