You didn't even understand your own question. You asked if she can be summoned in the Fuyuki HGW. Fuyuki grail will generally not allow an Asian heroic spirit to be summoned because the grail is a Western concept. So yes, her being Japanese will exclude her from the Fuyuki system in the first place. And before you bring up Kojirou, remember that he was there due to Medea hacking, which is basically the answer to all shenanigans in any HGW. The Kiara of FGO wasn't even summoned by Chaldea, she was the Alter Ego of Beast Kiara who left that saint graph behind as she dies and Chaldea just grabbed that shit. She's not a heroic spirit.

That always seemed like a rather flimsy justification to me. Why wouldn't Japanese Heroic Spirits just identify the Grail with some wish-granting artifact from Japanese legends (too lazy to research, but I'm sure there's some) instead of the Western concept? It's not like the concept of "magical thingy that grants wishes" is something terribly unique to the West.
Probably because the Einzbern's didn't want Japanese HS showing up, and so they programmed the System not to let them.
The Fuyuki Grail specifically has a whole bunch of limitations on who it can summon.
No JP Spirits, No Anti-Heroes (until AM Corruption) Only Hassan as an Assassin because the class container is designed as it's own Catalyst.
Most of which were removed in Apoc, (which I'll note uses the same Grail) so it's a software and not a hardware issue.

Japanese HS would get fame boost cuz the war is on their home turf. A huge name such as Nobu or Tamamo...etc would result into some serious unbalanced and unfair shit. Good thing Kojirou was not-Kojirou.
And yes there is wish granting shits in Asian legends, Musashi did thought the grail is like the bowl of Guanyi Bodhisattva. But this is the system made by very very Western ppl using Western magic, it's hard to be compatible to all that is.

If summoning a Servant in the land of their origin makes them extra strong, why doesn't everyone just attempt the summoning at the place of origin of the hero whose catalyst is being used?
Also, Scathach can exit the Land of Shadows any time she wants right?
