Nasu really likes the enlightenment ideal of progress, so basically anything opposing that is going to be evil in his works. I don't see "Regression" so much as letting history repeat itself but crawling back into the safety of a warm dark cave because stepping forward into the outside world is too scary. It's accepting a stagnant yet happy world over an uncertain future with a possibility for growth and discovery.
Basically what Twice fought against in Fate/Extra, and Hakuno (by extension Nasu) even admitted his ideals were correct; it was just his way of going about them that was twisted.

At the bottom of her hatred towards humanity, there is also joy towards humanity for becoming a mother, as well as love towards humanity, them being the children of her first-generation children. For this reason, Beast II binds herself. A mother’s love is something necessary for growth, but it is something unnecessary for adults. I read the quote you provided before, and all it says is that Hakuno agrees with Twice's views that humanity has "tired out" (stagnated).
Doesn't say anything about agreement with his methods, which are using the Moon Cell's Holy Grail to manufacture an artificial endless war.
