I'd say Knight of Owner in this instance pulls more weight, so not having that will be bad
If I were to guess, the motor skills are definitely from Eternal Armas Mastership, but being able to use the NPs as his own is KoO
Maybe Raikou could just break the NPs with Mystery Killer or something like that

It's the same way how anti-army went just immediately destroy a whole army, or how Anti- Unit doesn't mean it will totally always kill the target its against. What Anti means in this context isn't that it immediately destroy the type it's about against, it instead shows what it should be used against. Anti-Unit attack only a singular target. Anti-Army can attack multiple targets etc. Thinking like this what Anti-Country means its that's its range is big enough to target large pieces of landscape, but it wouldn't say be able to destroy something as the entirety of France, or probably even a country as small as Portugal. It is massive that in the context of a Servant battle you probably cant run away its radius tho.

Normally being anti-divine on earth with loads of mana and anti-army on the moon with a bad master
IIRC as of now the only NP directly stated to have country-size range is Tamamo's NP (full power). And yet the classification is Anti-world.
Well that makes sense for that, if its targeting the World itself then its target range is gonna be way way larger, so it makes sense it can cover a whole country there
