I mean, he's top level in skill, fame, and "powerlevel". Dunno what else he'd need, and I doubt Nasu has a "only one KotR Top Servant" rule anyway, even meta-wise. As for the goddesses, they may be goofs but they can still pull of some broken stuff, hence my inclusion of' em. Not quite as strong candidates though I agree.

Do we know who doesn't qualify for Top Servant? Medusa, Lu Bu and Gawain all appear in Extra but don't appear to be on the list, do we know if they aren't or is it just an unknown?
Aside from the ones already mentioned I think Raikou and George would qualify, they seem like very big deals. Maybe Tesla. I feel like Napoleon might but I'm unsure, could be he's not up there outside his anti-mystery buffs.
I don't think Nobu would qualify because her strength is too circumstantial and Vlad wouldn't because the Moon Cell isn't Romania (though I suppose Berserker Vlad qualifying wouldn't be out of the question).
Is Buddha mentioned to not be in the Throne of Heroes?
