Basically it's "Fuck you reality I can so do that" the skill. So, whatever they want, depending on Rank etc.
Example: Nero uses it to become an expert swordsman, tactician etc (in general terms). She's also able to use it to mimic specific abilities, like Li Shuwen's invisibility (though not at his level).
Imperial Privilege is "I'm the king so I can do whatever I want". Limitations depend on rank and character but they are all so minor they might as well not have any limitations at all.
Thank you. I mostly understand now. However, I'm still confused as to why people on the Create-a-Servant threads feel the need to make a specific list of categories that their OC servants with Imperial Privilege can take skills from. Is this based in some canon thing or other?

I mean really their OC Servants shouldn't have IP to begin with 90% of the time.
But it's an OP skill so I guess everyone wants their OCDonutsteel to have it.

Quick clarification question, but is Caster Gilgamesh actually eligible for Grand status, or does he not have EX rank Clairvoyance?
Yeah but that doesn't make him a Grand
The way I read it. Grand Caster have clairvoyance because the pinnacle of mages have it as EX, but that doesn't mean having EX clairvoyance makes you a top mage. Gilgamesh himself is really not a caster, he's joking around at best.
Gil also admits he's not a grand in time temple, so it's not even on the table.
Depends on the magecraft there using, say what you want but these guys excel as geniuses when in their specialties(dreams and illusions for Merlin, Summoning for Solomon) other then that they are to lazy or introvert for anything else, again Merlin and Solomon respectfully

Merlin was keeping Tiamat asleep and made Caliburn while Solomon had the demon pillars as familiars. Neither of them are great combat wise and don't have as many feats as Medea, but I think they'd be at least top 5 just magecraft wise.
