The Root's "all things" =/= Earth Mother's "all things". I blame Japanese (actually also Chinese and Korean and Vietnamese) for their habit of using specific numbers to refer to a vast concept.
The Root's "all things" refers to every concepts and phenomenon in the universe, that is literally everything you can think of.
Earth Mother's "all things" (or all creation) refers to life born on planet Earth.
People tend to ignore the kanji written below the Potnia Theron Authority of Earth Mother goddesses, which pretty much will tell them this fact. It said "womb of all animals" in the case of BB, which is relevant when talking about CCC statements.

I don't know how people keep getting this wrong. The root contains everything that has ever existed. If it exists, it's a very very tiny part of the root. If it has ever existed, it's a very very tiny part of the root. If it's a purely theoretical concept that has no basis in reality, it's still a very very tiny part of the root.
