Formalcraft is stuff like "I crush this bird feather to cast a wind spell" right?

Formalcraft is using formulas and rituals and sacrificial chickens instead of casting directly. It's not considered very useful because of this since it's time consuming.

Ayaka says it's the only thing she can pull off because she's a loser, but she also clearly has circuits so some normie off the street couldn't do Formalcraft.

If real spells could be done without circuits, Shinji wouldn't be complaining nearly as much as he is.

He gets a book, so presumably there is still stuff you can do. Alchemists exist, too.

Formalcraft often confuses people because well its talked about in a confusing way.
    There is
    フォーマルクラフト
    魔術形式
Magecraft form, or what I will dub "Formalcraft F" which is what Rin describes in FSN.
    More commonly there is
    フォーマルクラフト
    元素変換
Element conversion, or "Formalcraft C" which is what Ayaka is good at and what Darnic teaches in the Clocktower.
Formalcraft F sounds like a method of performing magecraft. That is using magical energy inherent in an object or ritual, instead of converting your od or sucking mana from the air.
Formalcraft C is a school of magecraft like runes or witchcraft. This school seems like the "elemental magic" of most RPGs, where you shoot fireballs or windballs.

How F and C relate to each other or even if they are related is unknown at this moment.

Though abandoned, forgotten, and scorned as out-of-date dolls, they continue to carry out their mission, unchanged from the time they were designed.

One has to ask if magic potions and formulas are inherently magical, or if you also need to connect those to foundations as well in some manner.

Like I don't think if you mix certain herbs in a certain way you get a magic potion if you're just a random person doing it. I imagine you have to refine it and finish it through a magical process.

for normal herbs probably not, but if the ingredients are already magical like a unicorn horn i think a random person doing it will still get a magical product

Since the book is made out of a command spell, doesn't it respond the same way? I'd word it as: If a magical implement is set up in a certain way, then it doesn't require circuits to use.

Yeah sure if a Magus gave you a magic item and said 'the activation word is x' you might be able to use it, but that doesn't make you a spellcaster, it makes you a dude with a magic item.

if gilgamesh can be a "caster" by just operating mystic codes without having circuits I don't see why other people couldn't qualify via the same means

But, the object had too bizarre a silhouette to be called a simple dagger. It looked very similar to Gilgamesh’s summoning catalyst used by the magus that Tiné had eliminated earlier.
“A key… sword?” Tiné murmured without thinking.
Gilgamesh haughtily replied, “Do not speak of this in the same terms as the key in the hands of that clown.”
Grasping the key-sword, Gilgamesh turned its tip skyward.
“This is something like a contract I bound myself, given form.”

Faker's words meant she was different from modern magi, she was an magus from the Age of Gods who directly borrowed fragments of a god's authority. Even if the Age of Gods was over and most natural phenomena had lost their forms as Divine Spirits the Age of Gods magi who had contracted them could still use that power.
For instance, a Servant who had cultivated her magecraft during the Age of Gods.
    Spoiler:
And the fact Ishtar was able to use a key close the GOB portals.

GOB sure sounds like "divine" magecraft. I think he established it using his status/authority(lowercase) as a king and his 2/3rds divine. But those powers are still from the gods when you think about it.
