Yeah, since in GO there was only the one Fuyuki war in 2004 and therefore no Third War for it to get corrupted. That's confirmed in the Zero crossover, where Roman freaks out when Waver says his timeline has had five wars. So Marisbury and his Caster got their wishes with no strings attached.
The Grail could not summon Anti-Heroic Spirits, or anyone corrupted enough to not qualify as a 'hero', before it was tainted by Angra Mainyu.
However, the Assassin Class was always summonable, and before Medea started meddling with the system, only Hassans could be summoned. So... did the order of murderers for hire who would kill anyone as long as the price was right, and who pretty much conditioned their initiates mentally, count as noble and heroic enough for the Grail? Granted, none of the Hassans we've seen so far is without a measure of redeemability or another, but still, wouldn't they mostly fit the Anti-Hero mold?
The Assassin Class was likely created with this in mind, and the Hassans embody the term "Assassin". Moreover, they committed all their murders for specific political goals, making them more "terrorists-for-hire" as opposed to assassins for hire.
Pretty sure all the Hassan are classified as Anti-Heroes. The Grail probably just makes an exception for them.

Are the host bodies of pseudos copies by the grail or do they just get summoned from wherever/whenever and have a Servant shoved into them?

Yeah, IIRC Tamamo is a good cook, even if Tamamo Cat is apparently better.
I can see Tamamo Vitch being a literal poisonous cook even without meaning to, though.
