for Pashupatastra, it just kills any opponent with some condition. if you fail the world will be destroyed.
when India mythology has more ridiculous powerlevel than any light novel, you had to nerf them to less ridiculous.

Is there anyway a modern mage could protect against Gae Bolgs Causality ability?

Put yourself out of range, have destiny manipulation, have a stupid amount of luck, have a shield with a larger amount of energy than GB, make it impossible for the spear & curse to reach your heart in some way.

To be honest you'd probably be best of just getting, like, an extra heart or something. An extreme case like Touko could probably beat it by virtue of still being alive after being killed, unless the non-healing curse transfers bodies. (It might.) Zouken might also be fine, and the same goes for any other fancy immortality stuff.
But yeah, getting the fuck out of Dodge (or not being there in the first place) is the way to go. Trying to beat the Noble Phantasm on its own turf is a fool's game. Even Bazett's hit-before-they-attack NP thingy doesn't win, since Gae Bolg reverses causality and hits before it strikes. You need to beat the luck check.
...I guess Taiga could probably do it, but that's only if she's currently a gag character. (And she's not a magus, anyhow.)

When I read Brahmastra Kundala's description, it sounded like the AoE was large enough for a country, but I actually think it's the combination of long range and large AoE that if he's in the center of a (relatively small and circular) country and he's attacking anyone else from there, he can actually reach his target.
