Did we ever get a clear explanation on in what way 回帰 (regression, recurrence) is considered an evil of mankind? Does it just have to do with "something something mankind are prone to let history repeat itself"?
Nasu really likes the enlightenment ideal of progress, so basically anything opposing that is going to be evil in his works. I don't see "Regression" so much as letting history repeat itself but crawling back into the safety of a warm dark cave because stepping forward into the outside world is too scary. It's accepting a stagnant yet happy world over an uncertain future with a possibility for growth and discovery.

I read the quote you provided before, and all it says is that Hakuno agrees with Twice's views that humanity has "tired out" (stagnated).
Doesn't say anything about agreement with his methods, which are using the Moon Cell's Holy Grail to manufacture an artificial endless war.
