Both are correct, after Shirou gives Ayako his jacket she insists that he take her scarf so he doesn't catch a cold. Predictably he refuses the offer under grounds that if he did take her scarf she'd get sick instead of himself, too bad poor Shirou just walked straight into Ayako's trap. So Ayako leans in closely and wraps the scarf around both their necks since it's the only way for both of them to wear it. It ends with Shirou is stuttering and flustered as hell because Ayako has more or less wrapped his arm around her to keep the much too short scarf in place.

Ayako's thoughts during all of this: "Just as planned~"

Shirou x Reinforce because Reinforce is hot, and I wanna see her nude, but there's also some Shirou x Ayako around because of the awesomeness of Archer club and everyone ships it, then add in Reinforce x Ayako with Shirou dieing randomly and Ayako wanting to rez Shirou. Shirou x Signum because 'plz master', while Reinforce x Signum because Reinforce can't manifest her body yet. Shirou x Vita because Shirou's cooking is king, your argument is invalid.
