Exactly. Besides, in the story, Sakura's birthday was in a month, and the changes she seems to have been recent. A little over a year ago, when she was 14, Sakura was flatter than Saber(13 cm less than her 85 cm now). IIRC how we see her in Fate only happened a few months ago.

Caren and Saber are just about average imo, in looks and development. Plus, they are both really kinda short. Both around 5'1.
