Fate/Zero is supposed to be set 10 years before F/SN. And from what I've sen in other forums, it is somewhat agreed upon that F/SN is set around 2004, since there was an episode in Fate/Zero where Waver had got knocked down, showing an atlas dated in 1995. And since atlas books are always set one year ahead, it can be inferred that Fate/Zero takes place in 1994. That said, I don't think that Tsukihime has a definite set place timeline wise, as I hadn't seen much from the higher ups from Nasu on the subject; only that Tsukihime takes place when the events of F/SN occur. So, for all we know, it could be taken place at around the same year as F/SN, to about a few months to maybe a few years off in either direction.

We know that Clinton was President of the US during Fate/Zero. So that fits with the atlas saying 1994/1995.
We know it definitely takes place between 1992 and 2000.
