You can usually spot when base commanders or randoms in cities didn't get a final touch up, but most dialogue reaches the level of "fine" these days.

tho i should probs just buy the GOTY ver or smth

Yeah. The animation quality is now to a point where if the game had been released now, as opposed to when it was, it would probably be about 5 points higher on the reviews, and instead of being clearly rushed and meme worthy, it would just occasionally look a bit silly
