I think the complaint here is that it's written without regard to rational character progression, regardless of point of life. There's good ways and bad ways to extrapolate on Shirou's development, and I think it's a valid thing to say that some fics simply ignore what makes sense in the context of the character.

Yeah, Mike was in just about every fanfic thread in some form or another as long as it could be related to Sakura somehow. If Sakura wasn't treated well in your fic, he'd come down on you like a great English hammer, literally the one-man ADL of Sakura BL-wide.

To bring up an annoyance, I'd say its when its a romance fic that's tagged "slow-build", and then have the characters get together in three-to-four chapters. More so when all of this takes place over the course of a week or days.
