Straid is totally from Ophalis, anyone who denies that is trying to construct their own reality. Even if you don't believe his words, the item descriptions link Straid heavily to Ophalis. The knowledge that Fragrant Branch of Yore undoes pertification isn't necessarily common knowledge in the word, as is knowledge of whether a statue is actually a statue, or someone one who is petrified.
Look at Benhart , who is widely travelled, and his confusion at releasing Rosabeth. He did flirt around with the idea of her statue being uncannily lifelike, but generally thinks someone put a statue at a stupid place. Even then, assuming you are Vendrick who moved into Bastille, you see a guy who is petrified. Would you randomly decide to unpetrify him? Maybe this guy can be dangerous. This will explain why nobody tried to release him.
Straid is the bestest and coolest sorceror in the Souls franchise. He is the SORCEROR SUPREME! He owns Logan and owns Freke. He also has the best VA EVERRRRRR, and anyone who disagrees is a FEEEBLE CURSED ONE. Logan went mad creating White Dragon Breath, Straid is like "lol AMATUER" and made his own version, then invented a dozen other spells just to show Logan how it is done. As for Straid being evil...well...that's hard to say. He is voiced by Kaathe after all...

Additionally, not everyone is hollow. Use Soul Appease on the NPCs and you will see. Giligan, Navlaan, Straid, Benhart and quite a few others are not hollows. This is the key difference between Dark 1 and Dark 2, people can actually come to Drangleic for reasons other than being Hollow.
It allows a creation of a mini coummunity at Majula, a peusdo Nexus. tHIS is what some Demons' Souls people want, but some Dark Souls people hate. The latter want everyone to go hollow and die.
@Weapon Buffs
All weapon buffs, other than Reasonant Weapon does this to a weapon (Base Weapon Element Damage + 50)*1.3. The Resonant Weapon does (Base Weapon Element Damage +50)*1.5.
The latter leads to all kinds of 1 hit kill combo shennaigans.

Wow, you caught me, not literally every person is Hollow, just, like, 99% of the country's population, including basically everyone that might consider going after the old ones' souls except the player character.
I still don't get why they didn't just throw Straid into some garbage bin and stuff some hollows into his cell. It's not like he is that heavy either and they are lots of people totting around huge weapons as clubs/swords. It's not like it's back breaking work and what's the point of leaving a cell to waste.

I feel kind of sad for Shanolette. She was was hoping we would break the cycle but that's just going to repeat in Dark Souls III because money.
That, or change the story entirely and it's just a spiritual successor.
