She's allowed. I still never decided if she's actually a member of the Emiya-Einzbern extended family and Shirou crushes on her so hard or if she's out of the house and still hanging around town.

I think Beam said in this Shirou has a crush on Maiya...and if she were in a relationship with any of those three, it would be pretty awkward, at least for Shirou. Or she's at least thinking about having that in/with this idea. XP
