I've read Silent Sinner in Blue, and in it Yukari openly states that she has no chances against the Lunarians, and the whole distracting them to steal something was because it was the best she could do.

(BTW, in another place she says that even ganging up with Yuyuko and Reimu they wouldn't stand a chance against Shikieki, so there is another powerhouse)

Magical defenses aren't counted for endurance. Fiama is C-B rank at best. Since he's Caster, I would go with the former.
Strength is E class since he really never exercised or faced serious hardships.
Agility is probably C or B.
You were right on the EX magic and Noble Phantasm though.

Well, he can pretty much life-wipe Eurasia while just recently got depowered, withstood the force of 3 city-wiping lasers and the Holy Right has lightspeed auto lock-on that utterly annihilates the target without any sign of movement or destructive force.

Fiama at full power was said to be stronger than even God (hyperbole), could turn an entire star to dust, had the knowledge of countless magic grimiores from Index and was able to conduct any miracle on the planet.
He IS the personification of hax in the ToAru verse.

Well, he has divine robes at the same level as Index's Walking Church at least.
It can survive a nuke or allow to withstand the surface heat of the Sun for 3 entire days. So bullets would be utterly mundane on him. Not to mention he's about as fast as Kanzaki or even Aqua.
So he has a thick magic force field which I doubt Gae Bolg can pierce.
Add that the Holy Right is capable of shielding him from incoming attacks, like it protected him against the lasers which he had no way to perceive. Yet the defense reacted with ease.

He can also use the Holy Right's ability to not just teleport his attacks but even himself. He can pass great distances that way.

In conclusion: anything save for Ryougi getting a cheap shot on this guy would not even make him flinch. Fiama is just that ridiculously overpowered.
