guns do need skill
just like swords do need skill
but gun needs less skill to be as effective as swords in killing others

it is undeniably easier to kill somebody with a gun rather than a sword. Our method of war change from swords and spears to guns because using guns is indeed easier and it is easier and shorter time to trains somebody to use a gun right rather than to use a sword right. You have to put more effort to be able to sword right compared to gun right.

For instance, Robin Hood was a superb archer, but he became famous because of his deeds as a heroic outlaw, not simply because he could shoot a fly from 200 meters away.

* Off the top of my head, there's only Sasaki, who's explicitly noted as not being a proper Heroic Spirit.

It means incredible feats noone else could reproduce. Something that sets them far apart from the average Joe in their respective era.

Heroic Spirits made purely from belief 'might' exist with Herc and Karna being possibilities (Holmes needs to stop teasing us) but Bunyan is different in that she is a fake story that no one really believed in, and also probably made worse by being made so relatively recently. She's the lowest possible class of legend and the only reason she can be a servant is through the power of a bunch of grails and udon.

HS who didn't exist are still recognized for their actions or embodying a particular concept. Even if it didn't happen historically, it might have happened in a story or in another form. So long as it resonates enough with mankind to be considered a legend, it will eventually end up recorded.
