The 第三外法 definitely refers to the 3rd.
So then what if Program No6 第六法 isn't also the 6th Magic. But the Sixth Magic which could also be known as 第六外法 is the antithesis of Program No6.
As in the Sixth Magic is what saves the world.
Considering the 5 Magics are suppose to be answers to the problems left for humanity.

Not far off.

It's just my interpretation, but here's what I have learned if Fate/Stay Night is correct.

The third magic is "materialization of the soul" and "Heaven's Feel" is one of the methods, if it is not the only method, utilized to do it.

It's more that we know that Magic is the rule outside the rules

And 外法 (outside rule) describes that perfectly.
Heaven's Hole is one subcategory of the Third. Kiara in her Heaven's Hole form is called 随喜自在第三外法快楽天 (Self Rejoicing Third Outside Law Pleasure Deva). The "Third Outside Law" part of her title is obviously referring to the Third Magic.
So then what if all the magics can be referred to as 外法.
For instance Kaleidoscope would be 第二外法.

Therefore as 第六法 refers to program number 6, the Sixth Law which leads to the end of humanity. It's possible the Sixth Magic, 第六外法 would be the solution to this, the rule outside that rule.

The larger implication is that each True Magic is designed as an answer to a question/rule, which left unanswered, will lead to the extinction of humanity.
