Nasu's also said that Gil has changed very little from the time they first conceived of him, so yeah. It was always there, and even hinted at, just not expanded until later.
I haven't had a chance to play Gil's CCC route but I'm looking forward to it. Have been trying really hard to avoid spoilers but it's difficult.

I think there were enough hints in SN that I don't in theory dislike the idea. I'm just not very satisfied with the execution in Zero or CCC (and was therefore pleasantly surprised by the SF take on him that arai showed off).
Zero had this oddity where Gilgamesh was made to contrast with Iskander by turning him into a tyrant of law, which I like as an idea for the foundation of a character but ran against what we'd seen of Gil specifically to that point - Nasu's thing in EXTRA Material about Gil fundamentally standing alone seemed a much better direction to take that.
CCC worked well enough in the game's present time, but I didn't like its glowing portrait of past Gil, which seemed very frightened to put any focus on the brutally tyrannous period between Gil as the cheerful child and the more moderate Gil as Enkidu's friend. And, frankly, "Additionally, because he is not incarnated in Extraverse, he is not affected by the nature of the era’s civilization. In CCC, one may occasionally catch glimpses of the more personal sides of a neutral Gilgamesh from the era of the epic." is not what I consider the most brilliant of justifications.

Gil was probably just pissed at the lack of internet connection eith Kotomine. In the Moon Cell he has the best bandwidth in the world so he's happy.
On the other hand, you have nasu saying the Gil in FSN and the Gil in Zero are different enough they should be considered completely different charachters.
Wasnt that just for the popularity polls? They also had Kotomine and young Kotomine separately.
no it wasnt, at least not according to the way its worded. Nasu literally says "we felt the need for two Gilgamesh options because the two Gilgameshes were very different."

He first debuted in FSN, and then showed up in many other places, even in EXTRA. This is our AUO (I think it's a joke on the Japanese for "King of Heroes"), Gilgamesh, at Number 9. If you ask why we separated the FSN and Zero versions, it's because the two Gilgameshes were very different. Which one did you fall in love with, the not very prideful Horny King of Heroes, or the prideful Boss King of Heroes?

righto, I figured it was probably something like that. And it certainly doesnt surprise me to hear nasu said something like that, but considering he has also said the exact opposite, I think at that point its fine to draw your own conclusions.
I suppose if you want to really split hairs, you could go for whichever one was written later, but since CM 2 is essentially a well kept secret among japanese speakers I am not even sure exactly when it was written.

Basically you probably didn't see many translations because arai and the others tend not to translate things that don't describe new lore information. CM2 is all character design notes and comments. Although those can also be quite insightful, most of them talk about things that don't exist in the final draft of Fate/stay night.
Though, in the case of Gil, they did say that he hasn't changed much at all from his initial conception, apart from his fighting style and power level.
I've spoken about the cartoon villain aspect to exhaustion so I won't repeat it. As Seika noted there are inconsistencies between the serious parts of Gil in Fate and Zero... how much you want to chalk that up to the Grail mud unhinging him a little, I don't know.
Of course, Zero was written by a very different writer. We know Nasu and Urobuchi are close friends, but the exact degree of creative license Nasu gave Urobuchi in writing Gil is uncertain. That is, is it just that Urobuchi knew something we didn't (likely), or Nasu told him to do what he wanted with Gil and he'll work with it later (not unlikely)?
