If we're going by fate lore, the ones with higher affinity should be easier to summon.

But I think maybe part of this is that Chaldea System is just different from Fate system when it comes to summoning.

On another note, do they have an explanation for why you can summon more of the same servant for NP upgrades?

Honestly I don’t know how they could explain that, I still don’t know myself how the FGO master can maintain so many contracts with servants but I’m guessing it has something to do with the Chaldea system being different.

I think summoning a saint graph is different than a 'normal' holy grail war servant summon.

Thus why Sherlock could hide out with them in a briefcase the pt2 prologue.

Actually the MC has only the official contract with Mashu. He/she does form contract with some other servants but not that often. The servants summoned by Chaldea, to a certain extent, can act independently. IIRC 40% of the mana supply is provided by Chaldea's electricity generators, while the rest is provided by a certain wizard sitting in his prison tower in a certain garden.

Merlin only started helping with our magical energy problems after... Okeanos I think? Maybe it was Septem.
At the end of one of the early singularities Romani asks him for help.
