The 第三外法 definitely refers to the 3rd.
So then what if Program No6 第六法 isn't also the 6th Magic. But the Sixth Magic which could also be known as 第六外法 is the antithesis of Program No6.
As in the Sixth Magic is what saves the world.
Considering the 5 Magics are suppose to be answers to the problems left for humanity.

and then with the Sixth (第六法, lit. "Sixth Law") you have it both referred to as "program no.6" and "the sixth", so the way I understood what You was saying is that whatw if those two aren't the same, but antithesis of each other, so we know that the sixth as in "program no.6" is what destroys the world, then what if "The Sixth" = 第六法 = 第六外法 is the undiscovered, true magic to solve that problem

Heaven's Hole is one subcategory of the Third. Kiara in her Heaven's Hole form is called 随喜自在第三外法快楽天 (Self Rejoicing Third Outside Law Pleasure Deva). The "Third Outside Law" part of her title is obviously referring to the Third Magic.
So then what if all the magics can be referred to as 外法.
For instance Kaleidoscope would be 第二外法.
Therefore as 第六法 refers to program number 6, the Sixth Law which leads to the end of humanity. It's possible the Sixth Magic, 第六外法 would be the solution to this, the rule outside that rule.
The larger implication is that each True Magic is designed as an answer to a question/rule, which left unanswered, will lead to the extinction of humanity.

but they wouldnt know that unless Goetia's and Roman's identity was made public at some point in the multiverse and it was most likely stopped like it was in FGO and possibly required Ars Nova.
so the question becomes the following: was Goetia's downfall already timelocked and were we just going through the motions and also, would that mean that the Throne was never really affected by Ars Nova because the Servants never really forgot about Solomon and Roman?
