Hm, I don't know if that's a fair assessment. Shirou's, Saber's, Rin's and Sakura's stories are more or less finished by the end of Fate. Sure, we know they all have aspirations beyond the Grail War, but do we really need to see those being explored in-depth? (I'm not saying they couldn't be, I'm arguing whether it would really add anything to the characters.) The franchise's storytelling potential lies mostly in the concepts of Servants and the Throne of Heroes, the differences between real-life history and Nasuverse history, the dichotomy between "reality" and "myth", etc., not in the main characters and themes of the original work. Meanwhile, Tsukihime, at least, also has potential in the Dead Apostles and the Dead Apostles Ancestors, the Church, etc.
So basically like any other creative affair. Alright.
You could easily have a continuation story from the Fate or UBW routes, detailing Shirou's adventures as a travelling do-gooder (headcanon: I totally envision Shirou and Rin starting up a magic detective agency after UBW to help muggles with supernatural problems too small-scale for the Mage's Association to get involved). HF would be the hardest route to continue from, I'd imagine, since Shirou there had already settled down and decided to live a normal life with Sakura (at least as normal as possible given their situation), so he wouldn't willingly go on any further adventures unless forced by extreme circumstances.

You mean their life while they're at the Clock Tower? Because what little we saw in the UBW Epilogue, and the car drama CD, shows a lot of potential for fun there.
Do you think, judging from the description, it's a magically engineered town? I mean does the surrounding landscape sound like Nevada?

The "kubo style" was intentional though, they probably can make it different when they want to.
Sakura and Shirou in HF True are essentially just really starting their own lives together since it took a year and change for Shirou to get better. So they seem like they aren't really doing much because for all intents and purposes, Shirou just settled into his new condition and Sakura is settling into her responsibilities to him and her own problems.
Between the two, they can do any number of things. Since Sakura is the Supervisor and retraining herself, she can have Shirou helping her in between his own work, some alternatives he does mention is civil service. That, and Sakura mentioned not taking Rin's invitation because she has her own work she wants to do, and because she wants to continue learning from someone she trusts, wise enough to know going to the Clock Tower radiating mana like a reactor with a Heroic Spirit in tow, at the heels of the former Supervisor being tried for a bunch of unjustified stuff and a boyfriend who was marked as dead is probably not a good idea.
Rin has the Tohsaka family's backing even if that trial strained things, Sakura does not. She has no crest, is a part of a fallen house, with only a person under major scrutiny's recommendation. So it's prudent to lie low for now and do her work in Fuyuki until they forget about the place and she has herself in order.
Frankly, I am kinda surprised Rin doesn't take that into account, and assumed Sakura just wanted to take it easy.
I'm not. Rin probably figures that Sakura has been through enough drama and just wants to sit back for a bit and enjoy her slice-of-life with Shirou.
Which imo is more-or-less true.
But then fantasized about her crew becoming the new Fantastic Four and steamrolling magic tourneys.
Since she knows Shirou is supposed to be dead and the Association is sniffing about stuff on the grail, going with a lesser grail with a link to the other side constantly siphoning mana, a Servant, and a so-called dead man is like a big neon sign saying, "hey, here are some freaks just begging for experimentation!"
I seriously have no idea if anybody else did something in a similar tone, but I haven't seen any Fate/stay night rendition of the broken coffee machine skit of the Parks & Recreation TV show despite what potential I think it has.

I would say that HF True is the easiest to write a sequel for.
Because you have Sakura as an inexperienced Second Owner. Fuyuki outed int the world as an awesomesauce leyline and the authorities protecting it before, Zouken and Rin are functionally gone.
You got a Bishop from the Church who has had many adventures in town. And you got Rider as well.
It's definitely got potential as a Mahou Tsukai no Yoru or Tsukihime type story. Except this time the Mahou Tsukai is Sakura.

I wonder what is Fionn's most suited class is though I have doubts we will ever see it. Several things implies that Lancer isn't his best class so I wonder what it is.
