Go for Saints Row, but you might as well pick up a Thief game if you're thinking of Dishonored, seeing as Dishonored is just a poor-man's Thief.

Part of it is an Expansion that was supposed to come out for Saints Row 3, but ended up coming for 4 (Dominatrix) otherwise? it's all superfluous stuff (Mostly disguises)

I would leave it out, but it's up to you, at $2.50 extra you've probably bought more expensive coffees/energy drinks/smoothies/etc.

Already grabbed Saints Row from an earlier sale, and I have Dishonored for console but without the DLC. Is it worth buying the game again on PC just to grab the DLC?

DLC for Dishonored is meh, and for the other question, What are your tastes like? or even better, do like Sinon did just a page ago and see if you can screencap your library, that will save us time.
