No, both Saber and Arcueid were definitely drawn by Takeuchi. Takeuchi tends to draw breasts more "pointed", while Koyama's breasts are more "rounded". Takeuchi and Koyama both tend to draw noses a bit differently lately too. Takeuchi and Koyama also draw hair differently, with Koyama generally drawing more individual strands. You can also tell from the differences in facial structures; Takeuchi facial structures tend to be different from Koyama facial structures.

I'm surprised people aren't freaking out more that references to Tsukihime 2 references are suddenly cropping up in official Type Moon materials for the first time in years. Maybe the real reason they went with Prototype over Tsuki 2 for the Carnival Phantasm bonus was because the bonus was supposed to be sort of a one-off joke thing, and Tsuki 2 is actually in the works now.
I think I threw all of my enthusiasm for a Tsukihime 2 at that sound recording EvoSpace dug up about Arc talking to one of the DAA. I'm content to wait now.
