It's not three regular Sabers. It's Saber, Saber Lily, and Zero Suit Saber. That's three completely different characters, don't be mad just because your waifu doesn't have such variety and range.

Allowing him to spam Saber to his heart's content in promotional artwork is the bargain they struck with him to wrangle him into actually drawing other characters for the game's sprites and CGs. Before that, every character in Fate was Saber in a maid costume due to Takeuchi's stubbornness.

The pic looks like a collaboration between like a billion TM artists, from what I can make out of it.

So it's not just Takeuchi, it's just that everyone wanted to be the one to draw Saber!
